TA-9778 INO: Sustainable Infrastructure Assistance Program Phase II - Innovative Infrastructure Financing, Infrastructure Planning, and Program Management Support (Subproject 1) - Support to Develop a Smart City Capacity Development Program (52152-006)

The objective of the assignment is to conceptualize a smart city capacity development program to be financed through an ADB loan by among others creating consensus between main stakeholders on outcomes and outputs as well as timelines, costing, and implementation modalities of the program.

Experiences from other capacity development programs in Indonesia and the region will be reviewed to identify best practices. Among others, criteria for city selection and participation are to be identified, and a capacity needs assessment will be carried out based on efforts by the Ministry of Home Affairs to access smart city maturity. Furthermore, the intervention will explore delivery
options for the program, including identifying universities and training centers that can offer
relevant courses and are willing to collaborate with the project.
